Biography:
Russell Louis Halley had been a resident of Waterloo his entire life and graduated from West High School in 1964. He worked at S&S Meats and later at Smitty’s Supermarket before being drafted by the Army in November 1965. PFC Halley deployed to South Vietnam in August 1966 and was a member of the 1st Squadron, 11th Armored Cavalry. He was killed in an armored personnel carrier from metal fragment wounds when an enemy mortar hit the vehicle on November 21, 1966 near Saigon. Halley’s body was buried at the Garden of Memories in Waterloo.
